The value of an institution is not measured solely by the works it accomplishes, but also by the transparency, rigor, and charity with which it faces its most challenging moments.  The recent decision by the Archdiocese of Madrid to decree the suppression and legal dissolution of the Public Association of the Faithful “Daughters of Merciful Love” (HAM) is a transparent manifestation of canonical rigor and pastoral discernment.  Far from being a hasty measure, the decree signed by Cardinal José Cobo is the culmination of a carefully considered process, aimed at safeguarding the authenticity of the Gospel and protecting the dignity of every person.

Founded by Father Antonio Mansilla Casas in 1983 and canonically erected in 2007, the HAM (Holy Missionaries of Mary) experienced a notable presence in several dioceses in Spain and abroad.  However, the true test of maturity for any ecclesial reality comes when its governance and institutionalization processes must be subjected to rigorous scrutiny of the truth.

A roadmap of guarantees: From canonical research to the Commissioner’s office

Faced with indications and complaints of particular seriousness relating to internal dynamics, interpersonal treatment and the exercise of authority —facts that affected the former superior, María Milagrosa Pérez Caballero, removed from her responsibility—, the diocese acted with the utmost diligence and guarantees.

The procedure followed the Church’s protective mechanisms in an orderly manner:

1. Preliminary Investigation and Canonical Visit:  Initiated at the beginning of 2025 to develop an accurate diagnosis of community life and governance of the entity.
2. Intervention of the Tribunal of the Rota and the Holy See:  Legal evaluation and referral of evidence to the Dicastery for the Doctrine of the Faith.
3. Extraordinary Commissioner:  On July 28, 2025, a broad scope for reform was granted by appointing Sister Pilar Arroyo Carrasco (HCSA) as commissioner, with the aim of channeling the structure, formation and spiritual accompaniment within full ecclesial communion.

After a full year of intervention, and after confirming the impossibility of redirecting the life of the association towards healthy dynamics in accordance with the ecclesial magisterium, the Archdiocese implemented the recommendation made by the Tribunal of the Rota, decreeing its definitive dissolution.

The resolution implemented underscores the importance of listening to those who have experienced these realities firsthand. As reflected in the Catholic press and in the reflections that have accompanied this process, prudence demands recognizing that the absence of painful experiences among some members does not invalidate the testimony of those who have suffered anomalous or harmful situations. The good of the Church is strengthened when it is not afraid to confront reality and responds to the wounds of others with justice and charity.

The Archdiocese of Madrid has emphasized that the men and women who have been part of the HAM “continue to fully belong to the Catholic Church,” keeping the doors open to provide support, closeness and listening through the ordinary channels to those who wish to undertake a journey of healing and rebuilding faith in freedom.

Constructive lessons for the pastoral care of the future

The conclusion of this stage offers fundamental keys to renewal for the entire ecclesial community:

• Freedom and conscience:  The Christian vocation always flourishes in absolute respect for the autonomy of conscience, human maturity and healthy family ties.
• Correcting is building up:  Applying canonical norms in the face of abuses of power or community distortions is a test of love for people and fidelity to the Gospel.
• Culture of protection:  The Church reaffirms its unwavering duty to be a safe space where fervor and spiritual commitment are supported by truth, discernment, and mutual care.
